Health ;amp; Social Work/ Volume 26, pg 3 Introduction The author’s focus was on ethical issues in physician assisted suicide and the role it plays amongst social worker’s. The author’s presented results of an exploratory study of social workers views on physician assisted suicide (PAS).In which social workers favored or not favor PAS and whether there is a difference in education or training on mental health issues, ethics, or suicide that may influenced their views as well. The involvement with PAS presents an ethical dilemma, which in this article refers to a situation in which social workers think they have no definitive guidelines for professional behavior. The article has current interest beca use it is important that social workers have been properly prepare and train to work with clients making end of life decision.Summary of the author’s main points Purpose of the study. The purpose of the study was to determine social workers views on physician assisted suicide (PAS). The study involved participant from three separate workshops on suicide that were presented by the first author. The study subsamples sixty-six social workers. The social workers either had a South Carolina social work license or a bachelor’s or master’s degree in social work. The participants recruitment where given a questionnaire that contained twenty-six questions, most of which required yes or no responses.The study focus on how these different elements guide social workers in making ethical decisions regarding intervention with clients. There were areas in the articles that mention how social workers had difficulties in doing that. Summary of literature review as presented by t he author. The study found that physician assisted suicide is one of the most frequently debated issues in American Society (Bachman et al.. , 1996; Foley, 1997). The study found that people are divide on the issues.It has brought arguments about preservation of life, autonomy, and self-determination of individual. This gives ethical and moral complicity of end life decision making. The study found that most social worker agrees that PAS should be reserved for people who are dying from terminal illness. However the other percentage that opposes argue that underutilization of narcotics for pain control leaves terminally ill patient in pain during the end of life as well. The finding for the arguments had little research conducted on the etiology of actual cases of PAS.Most of the available data is on suicide among individuals who acted alone. It has found that when people are experiencing personal difficulties or have lowered coping capacity, they are at risk of suicide. However term inally ill people are rarely suicidal, the author’s have shown studies that the main difference between terminally ill patient who become suicidal and those who don’t is the presence of clinical depression in the patients who are suicidal. Summary of ethical issues.There are some ethical dilemmas that occur when there is a lack of knowledge about state and federal legislation governing practice are sufficiently prepared to work responsibly with clients and family considering PAS. Some ethical issues arise when the lack of knowledge may have produced biased thinking in social workers projecting what they want in a situation onto their clients or client’s family. The instruments. The researchers used a questionnaire as their instrument in the study. The survey instrument contained twenty-six questions.The questions included demographic information on age, race, religion, and educational degree. Sampling techniques. There were a total of ninety-eight participants, including physician, psychologists, nurses, and social workers complete the questionnaire. The finding reported here based on a subsample of sixty-six social workers who either had a South Carolina social work license or a bachelor’s or master’s degree in social work. Methods of data analysis. The researchers used the statistical program for the Social Sciences (SPSS) to analyze the data.Descriptive statistics were calculated on demographic information. A chi-square analysis was used to determine if there were any statistical relationships between social workers who agreed and those who disagreed with PAS by whether they had universal courses, additional training, and knowledge of the PAS law of South Carolina. Data collection techniques. Participant’s recruitment occurred at three separate workshops on suicide. As attendees enter the workshop a questionnaire was administrated to ninety-eight participants. Summary of study findings.The author’s of this ar ticle had the following major findings: (a) that social workers in South Carolina are evenly divided about who supported PAS and who did not support it. (b) circumstances under PAS would be favored for reasons other than terminal illness, were two-thirds agreed with PAS if a person had terminal illness, compared with thirty-seven percentage. (c) majority of respondents stated that they had taken university courses or had additional training in the field of mental health, ethics and suicide. Relevance of the article to social work profession.Resolving ethical problems. The authors suggest obtaining information from social worker who works with a broad spectrum of clients would help in formulating policy. Since PAS and legacy of PAS are applicable to all populations. The authors in the article also suggest that legislation should set up some type of ethical practice by requiring that social workers be licensed in one of the three levels. And social workers only should practice in area s in which they have expertise and license in. Benefits of the article to social workers.The social workers may benefits from this article because it makes them more aware about PAS. It also benefits by informing social workers of the accountability of their action when assist clients and their families who request information about PAS. The article helps social workers want to get more inform about the policies related to PAS and how it would affect them has social workers. The article gave them a broader view of end of life decision from the narrow biomedical and single focus on self-determination to one that incorporates the core value of human rights. Critique and Personal Opinions.Critique. The article was relevant to social work practice. The article focused on the issues that needed to be address toward social workers roles in PAS. The authors identify the ethical dilemmas that social workers have been avoiding conflicts in the view of PAS. The research that was conducted was limited due to the fact of its small sample size, but the results of it confirm the need for more extensive research in the area of social work with PAS. Personal opinions. In my opinion I would have liked for the study to have been broader in their selection of participants.I think that there should have been a state wide study done. South Caroline shouldn’t have been the only sate involved in their study. I believe if they had more statistics it would have capture a broader view of what they were trying to get cross. I wonder if they had given the questionnaires at the end of the workshop they would have gotten a better response in data. Improving the study. In order to improve the study what would have been done differently? I think I would have included more workshops of suicide to pull more research from the study.The study was conducted with limitations in it. Those limitations of study did affect the calculation and results of the study. I would have liked the authors to have gone farther into the dilemmas that social workers have with avoidance of conflict. Conclusion. The article included valuable but limited information. The authors of this wanted to focus on the ethical dilemma that surrounded social workers with (PAS). The authors study did point out issues that needed to be address to help social worker want to make better ethical decision when it comes to dealing with end of life decision.This decision should be consistence with social worker values of protection of vulnerable populations in today’s society. The study also identifies the need for NASW to disseminate its professional policy statement to the profession and to broaden their views of end of life decision. Nestle first customer was a premature infant who could tolerate neither his mother’s milk nor any other conventional substitute. Thus, Henri’s ultimate goal was to help fight the problem of infant mortality due to malnutrition for which he developed a product combining various cow’s milk, wheat flour and sugar and name it Farine Lactee Nestle, which was the first product of Nestle being marketed in Europe. In 1974, Jules Monnerat purchased Nestle and collectively they launched a condensed milk product of its own. In 1905, Nestle got merged with Anglo-Swiss condensed milk. After some time, when Nestle got fully established and all its operation were properly functioning in Europe and was gaining fame around Europe, then Nestle decided to set up production plants around the globe to ensure the growth of the organization and to become multinational. The decision to set up industrial operation in new market needs a lot of research, as there are various factors that effect the growth of the organization and turns out to be a loss for the company. Such factors are as follows ? The availability of raw material ? Cost factor ? Economic climate ? Consumer purchasing power ? The performance of the industry in occupational health and safety is very poor. The standard of occupational health and safety is even worse in developing countries. In Indian construction industry OHS has never been given prime importance. Even though in India construction industry is significantly booming, there are no proper initiatives undertaken by the government to implement OHS rules and regulations. There are several initiatives taken by Government of India but they are still in their initial stages and need to be enforced. The employers are concerned about completion of project rather than focussing on improving OHS of their employees. The industry has larger number of small and medium size firms and very few numbers of larger firms. Smaller firms lack resources to comply with proper OHS procedures. The workers are not provided with proper training and information about occupational health and safety hazards. Lack of awareness on OHS, sub-contracting system, use of traditional methods in construction, lack of proper personal protective equipments, low wages and labour-driven industry are some of the important factors that have their impact on occupational health and safety in Indian construction. CHAPTER I Introduction and background study 1.0 Introduction The construction industry in developing as well as developed countries is one of the most significant industries in relation to the contribution to the GDP (Rantanen et al., 2004). Also it is having a significant impact on the health and safety of the people working in it. According to Haupt as cited in Rowlinson (2004), the construction industry has a poor record in relation to the health and safety of its worker. It is a known fact that workplace accidents are linked basically with unsafe behaviour. There is a positive correlation between safety climate on construction sites and workers safe behaviour. The attitudes of workers on construction sites toward health and safety are widely influenced by their perception towards risk, health and safety rules and procedures; management (Mohamed and Ali, 2005). According to Larcher and Sohail (1999), occupational health and safety is a highly important area of concern in developing countries where Acts related to safety rarely exist with we ak regulatory authorities that finds it difficult to implement it effectively. Also awareness towards occupational hazards is not at all or rarely perceived. The other factors that affect occupational health and safety in developing countries are lack of statutory regulations and legislations to protect workers in construction sector, standards maintained in corporate and government systems are low, inadequate infrastructure and high labour intensity (Mohamed and Ali, 2005). Every year hundreds of accidents take place on construction sites resulting in severe injuries or even deaths. It is matter of concern that the same type of work related deaths, injuries and illnesses occur in the construction industries all over the world. The working life of construction workers is curtailed by several years due to the exposure to occupational health and safety hazards. The process of construction involves many hazardous activities such as working at height, manual handling, exposure to hazardous materials, frame erection, lifting operations, scaffolding, demolition works and groundworks. Falls and manual handlings are the important risks associated with injuries and long term disability in the construction industry (Gillen et al.1997). 1.1 Background study According to study conducted by Holmes et al., (1999), that the occupational health and safety risks are mainly related to the nature of work, low standard of individual work practices, lack of knowledge, work pressure due to cost and time constraints. Rechenthin (2004) stated that, for a construction company to be consistently profitable, all its project must complete on time and within budget. But at the same time due to the nature of the high risk works undertaken by the construction companies results in high accident rates. Eakins (1992) stated that international research confirms that as compared to larger construction firms, smaller firms are poor in the implementation of occupational health and safety programmes. Henceforth, the rate of occupational injury is inversely proportional with the size of the organisation, i.e. smaller firm having higher injury frequency rates (McVitte et al. 1997). As per Lingard and Rowlinson (2005), the construction industry consists of several SMEs and small amount of large firms. These small and medium size firms lack professional occupational health and safety advisors in staff. They also lack knowledge and resources required to implement occupational health and safety management activities for example: training, performing risk assessments, routine inspections and audits. Moreover the expense due to involvement of expensive occupational health and safety advice and services may be considered as unnecessary. Due to high competitive construction industry with cost cutting pressures, the priorities related to occupational health and safety is likely to be low with small size construction firms. According to Rantanen et al., (2004), nearly 2.4 billion people in the developing countries have to bear employment conditions, that dont even meet the basic occupational health and safety standards. Furthermore due to lack of work safety, excessive amount of work pressures, exposure to occupational physical, biological and chemical environment results to occupational diseases and injuries to an extent of 1.2 million fatalities per year. 1.2 Rationale for Research This research studies the attitude of organisations in India, a developing country towards occupational health and safety. As per report of The Economic Times as cited in (Shenoy et al., 2000), size of the Indian construction industry is more than USD 25 billion. Due to large investment made in roads, railways, nuclear and other infrastructure areas, the construction sector of India is witnessing a high growth. After agriculture sector, construction sector is the largest employer in India, with more than 18 million people employed in it. In spite of all these advancement, the construction sector is still dependant largely on labour intensive operations as they are easily available at low cost. Also occupational health and safety of people working in construction are not given due attention by the organisations (Shenoy et al., 2005). According to a report published by Construction Industry Development Council (CIDC) India (2010), safety in the construction industry is a matter of conc ern all over the world. With an unorganised workforce, issues related to construction safety become the most vulnerable segment in India. With 18 million people employed in the construction sector within India, the issues related to safety are considerably important. The industry is highly labour intensive with a large amount of workers exposed to the risks of occupational health and workplace safety problems. In construction industry the fatal accidents rate is comparatively four to five times higher than the manufacturing sector. In India 165 per 1,000 workers get injured while working on construction sites. Further the report states that the workers are exposed to several hazardous substances having the potential to cause serious occupational health diseases such as asbestosis, silicosis, poisoning etc. According to International Labour Organisation (2005), the rate of accident among industrial workers is highest with 4 per 1000 and the major contributor for this is the construction industry. International Labour Organisation (2005) report also estimated the number of deaths in India due to accidents at work as 40,000 in 2001 and 2,62,000 dying from work related diseases. Thus if construction is held responsible for one sixth of the total, then the death of the Indian construction workers can be estimated up to 60,000 each year. According to Damodaran (2006) ‘safety in construction is in the bottom of list of priorities of builders, contractors and engineers. While the monetary loss heads the list, loss of man-hours and material progress are equally irreparable when scaffolding fails, a roof collapses or a fatal accident takes place at site of work, the human life is irreplaceable. The construction companies in India have experienced that when a worker loses his life due to an accident on the site, there is a sudden downturn in the morale of the working force. It affects the spirit of working and the progress of work. It is only after some accidents takes place, the company begins to take safeguards. As labour is very cheap and unorganised, having little or no knowledge of their rights, the companies find it convenient as well as profitable using manpower rather than machineries. Though getting a job in the construction industry helps poor labours to get out of poverty, due to presence of high occupati onal health and safety risk it can drive them back into insolvency. 1.3 Research aim and objectives 1.3.1 Aim of the research The aim of this research is to study the impact of occupational health and safety in construction industry, whilst exploring the attitude of organisations and employees toward occupational health and safety in Indian construction industry. 1.3.2 Objectives The above mentioned aim will be achieved with the help of the following objectives: 1. To explore the issues impacting health and safety with the focus on occupational health and safety in the construction industry. 2. To investigate occupational health and safety hazards and its impact in construction industry 3. To investigate the implementation of occupational health and safety in the Indian construction industry whilst; Exploring the attitude of employees and construction organisations toward occupational health and safety in India. Investigating the impact of existing occupational health and safety rules and regulations on the Indian construction industry. 1.4 Research methodology Figure 1.1 Details of research methodology The adopted research methodology will be divided into primary and secondary research. In primary research, questionnaires survey and a telephone will be conducted. This will help in understanding and identifying the perception of the management and the employees toward occupational health and safety in Indian construction industry. In secondary research, literature review will be carried out in order to understand the factors affecting occupational health and safety such organisational culture, climate and government policies. It will also help in identifying different occupational health and safety hazards and its effect on construction projects. 1.4.1 Primary research Primary research such as questionnaires survey and telephone interview will help in achieving the main objectives of the research. Data will be collected from clients, contractors, managers, site engineers and supervisors who play an important role in the construction industry. The data collected through the telephone interview will help in supporting the findings from survey questionnaire. 1.4.2 Secondary research Secondary research will be carried out through literature review. The data will be collected through electronic databases, journals, websites, magazines, books and conference papers. These data will help in identifying the issues and factors influencing occupational health and safety in the construction industry. 1.5 Limitations of the research The most significant limitation to this research is the time constraint. Due to limited availability of time, the research cannot be conducted in depth. Provided more time, it could be possible to visit India and collect more data available on occupational health and safety in the Indian construction industry. As the research is carried out from United Kingdom, the collection of secondary data is limited to the information available on websites. Limited research has been carried out in India related to occupational health and safety in the construction industry. As such, there is less availability of data to support this research. The other constraints can be that some companies may not be reluctant in providing the right information. During telephone interview there may be possibilities that the interviewee give diplomatic or misleading answers. Also the size of the company can influence the answers of the interviewee. Also the answers provided by the respondents may be influenced by the size and location of the company. 1.6 Structure of dissertation The dissertation will be divided into various chapters. Chapter 2, 3 and 4 will be part of literature review. An overview of the chapters included in this research thesis is as shown below. Chapter 1 – Background study and rationale for research This chapter will provide an overall of overview of the research. It will consist of background study, aim and objectives and also the rationale for the research. It will also give an overview of the research methodology to be conducted in order achieve the desired aim and objectives. Chapter 2 – Factors affecting health and safety on construction sites This chapter narrates the factors influencing health and safety on construction such as sub-contracting systems, organisations structure, size, location, personnel and incentive factors. Chapter 3 – Introduction to OHS and detail description of OHS hazards This chapter will provide detail description of occupational health and safety including safety culture, human behaviours and different OHS hazards. Chapter 4 – OHS in the Indian construction industry This chapter will investigate the current scenario of OHS in the Indian construction industry. It will also explore the government rules and regulations related to OHS and their influence on the construction industry. Chapter 5 – Research methodology This chapter will provide a brief outline of the different research methods available and the adopted research methodology. Chapter 6 – Analysis and interpretation of the survey This chapter will include analysis of data collected through questionnaires survey and the telephone interview with help of charts, figures and tables. Chapter 7 – Conclusion and recommendations This chapter will include the summary of the research findings as well as recommendations related to the research.

Working Across Boundaries: Advantages and Disadvantages This paper examines the perspective of working across boundaries from the lens of Hunan Resource Management. The paper is split into four main parts. The Introduction which provides the background to working across boundaries as it applies in HRM today. A definition section that examines the different aspects of working across boundaries i.e. social, physical, knowledge and mental. Further examination of some theoretical perspectives including the work of Heracleous. The reason that modern organisations need to work across boundaries together with consideration of strategy and leveraging capabilities. A section that looks at the advantages and disadvantages of working across boundaries with a focus on the public sector including healthcare organisations and local authorities. The conclusions summarise the key points. DEFINING WORKING ACROSS BOUNDARIES During the last decade, the concept of working across boundaries has become a popular concept. The basic premise is that individuals and organisation need to traverse boundaries if they are to achieve their goals. Essentially earlier concepts of fixed organisational demarcation lines no longer apply in modern day business concepts. Within the organisational framework the concept of boundaries can become a reasonably complex issue. There still remains an active debate as to whether the definitions of boundaries are realistic, objective or imagined. The concept has become more complex with the use of outsourcing and Public/Private partnerships in terms of lines of demarcation and authority. (Bishop, 2003) The concept of boundaries within organisations takes on different shapes and forms. Much of this has to do with social and knowledge boundaries. The explosion in technological and communication advances has simplified the concept of working across boundaries. Despite the fact that organizations still are challenged to collaborate and share information, nevertheless individuals seem much more liberated in this regard with advancement in social media. Russ Linden is one author who has investigated this, with particular focus on Public sector organisations. (Linden, 2003). The old fashioned concept of organizational design was the creation of silos or departments where functions, roles and responsibilities would be clearly defined within the context of a hierarchical matrix. For example Sales, Finance, Production would each be self-contained units within the organisation and clearly defined lines of demarcation within the business. The Heads of these Departments would be Senior Managers and expected to collaborate with one another but not trespass into the other domains. The holistic business strategy relied upon each unit to fulfil its role within the overall strategic plan. As organisations involved in size and complexity this model posed serious shortcomings and new thought processes were required. This required improved leadership thinking and more collaboration across boundaries. (Stevens, 2006). Working across boundaries remains an important part of Public Sector relationships and impose significant challenges to business operations but they create distinctive value sets and improved goals in the business relationships (Sullivan, 2007) Concepts of working across boundaries In management terms boundaries are often classified as lines of demarcation that often impose constraints. Those items that determine managerial effectiveness. For example: how a business works within the confines of a specific environment; the concept of specific leadership styles and the influence on organizational behaviour. It was Heracleous  [1]  who pointed out in 2004 that both organisations and the environments they function in are inter-related. They create structures and social orders that assist in the definition of the business and its purpose. (Heracleous, 2008) Understanding social boundaries This essentially relates to the relationships that are formed between groups of individuals within an organization. Heracleous maintained that boundaries have remained central to the thinking of social scientists in the establishment of social boundaries between groups and individuals. Particular reference made to that of transactions costs and how modern technology like sophisticated communications and the internet have had a profound impact here. It has directed whether the boundaries have either diminished or enlarged and the effect on production costs has influenced important decisions like that of outsourcing or internalisation of specific tasks. (Heracleous, 2004). Understanding social change can be studied by the adoption of Lewins Forecefield Analysis. There are numerous models that you can adopt to examine the impact of Change to the Organization. One common method approach is that of Lewins Forecefield Analysis. Fig 1 provides an example of the model. Figure Force field Analysis exampleThis enables you to examine both the driving and restraining forces that emerge as a result of the proposed changes. The model is particularly good for identifying forces that are considered to be polarized i.e. a change in one condition creates an equal and opposite effect in the other. The model was designed by Lewin to assist the Process Analyst to guide people through the unfreeze, move and refreeze stages of business process analysis. It is also an excellent means of demonstrating the dynamics that are in play. So by completion of the Force field Model you have acquired the data in order to complete Lewins Three Step Model. In the Unfreeze you examine the status quo and those driving forces for change. You can decrease the resisting forces against change. The move element involves taking actions and moving people. The freeze means make the changes permanent and establish new ways of doing things. Introduce concept of rewards for achieving the d esired outcomes. Understanding knowledge boundaries The sharing of knowledge has both an internal and external boundary. For example in the internal model it is desirous for information to be shared between the Sales and Marketing departments. This empowers both department to do a better job. Externally, there is the sharing and collaboration of knowledge and information between allies. For example a UK based company and its overseas subsidiary. In order for an organization to be successful it must manage its four pillars of knowledge. These being Leadership, Organization, Technology and Learning. Information Technology (Pillar 3) has achieved an amazing impact in the promotion and dissemination of knowledge in the business environment. Unfortunately Technology has had a greater influence on guiding the strategic planning of organizations, as opposed to the other way round. One example being that of Enterprise Planning Systems like SAP and J.D. Edwards One World system. Organizations have re-engineered their knowledge base and business processes in order to meet the integrated demands of the software application. (Bixler, 2002) Knowledge Managers need to understand that despite the many advantages Information Technology (IT) has to offer the workplace it is not a magic utopian panacea. Equally any Information Technology application that undervalues Knowledge Management will equally fail in the business place. (Mohammed). If Knowledge Management is to be considered effective with IT in business it must be treated as its equal partner. Knowledge Managers have criticised IT as being lacking in areas like tacit knowledge. Hence there is a need to incorporate items of behavioural consideration and cognitive function. (Bixler, 2002) There is an increasing demand and challenge being placed upon the CIOs of business organizations and as such Managers need to become more vocal about their expectations and use the four pillars as a framework in order to further improve the integration of knowledge in the organization. Understanding physical boundaries The concepts of boundaries are important because it is these that represent challenges which organisations must overcome. Although organisations are essentially construed as open systems and these providing a continued interface with their environment. Many academics still believe that it is management that defines the physical boundaries and how you differentiate between internal and external items. (Schnieder, 1987). In reality it is difficult for management to define these boundaries as organisations have multiple stakeholders; such only by the integration of the combined needs can you truly obtain an understanding of the organisational identity. AS such those members of the organisation are of a precarious nature and there are many different ways in which they may be depicted as being inside or outside of the organisational composition. (Lane, 2000). Understanding Mental boundaries Mental boundaries essentially relate to individual perception of what is considered to be internal or external to the organisation. This being what is considered to be acceptable and that which goes beyond this to the realm of external control. It is this form of cognitive schema that helps individuals to create and understand the different social boundaries within an organisation. These differentiations often create perceptions of attitudes related to us and them and the formation of symbolic boundaries that enable distinctions to be drawn. (Heracleous, 2004). The need to work across boundaries Essentially the need to work across boundaries relates to that of collaboration with other entities in order to help the development and growth of the organisation. This may range from that of strategic business alliances, creation of partnership arrangements, developing business networks and other forms of collaboration and communication in order to benefit the business. Further, the concept of business transformation and organisational change can promote the need to work across boundaries. Hence regardless of the barriers created, being real or imaginary, we are almost compelled to work across them. Advantages and Disadvantages of working across boundaries Advantages of working across boundaries There are numerous advantages to working across boundaries, particularly within the Public Sector environment. Briefly, these may be enumerated as follows: Increase in working collaboration Integration of partnerships with the Private Sector Reduction of costs and process improvements Expanding networks and building knowledge Response to complex public policies Leveraging strategy and operational capabilities Aligning organisations and cultures Improvement of leadership capabilities balancing risk and reward (Blackman, 2010). Increase in working collaboration Historically the concept of collaborative working was rarely recognised as having any strategic importance. Silos were created in both Public and Private sector organisations and many of these departments functioned self-autonomously. In modern day context this has all changed and it is recognised that collaborative working both inter and intra the organization has significant benefits. In particular the organisation is better equipped for: Dealing with business transformation and change Ability to provide better service levels and customer support Optimization of resources and cost reduction strategies Ability to innovate and create by improved knowledge acquisition Easier to transition to new change requirements Increased flexibility and ability to share successes and failures The concept of collaboration is an enabling function that allows you to bring people together with different views and opinions. This concept of diversity enriches the decision making process and improve the dynamics in business working relationships. This has been successfully introduced in the Health Sector in Wales. Here different local authorities were required to formulate med-long term strategic plans. Direct collaboration between the authorities enabled the sharing of knowledge and ideas which facilitated rationalization and a more improved overarching holistic result. (Sullivan, 2007). Another example of collaboration is the ability to bring key stakeholders together in a collaborative environment. This has been effective in both local and central government projects. Bringing the stakeholders together creates greater synergy and improved policy implementation with the organisational setting. Collaboration has extended into areas of joint policy making, as opposed to just sharing information. Geoff Delamare from Surrey County Council states there are some distinct learning points from collaborative working i.e. Creating the level of trust between partners, ensuring transparency in communications and sharing knowledge; admitting mistakes, creating a collaborative environment and not imposing a ruling regime. (McCann, 2012). Integration of partnerships with the private sector Partnership approaches have increased in popularity over the last decade. In the public sector they have obtained wide political support. This has been seen as a means of making process improvements whilst optimizing cost expenditures in order to provide improved value for money. The UK Audit Commission is an example of where they have crossed boundaries to embrace working relationships with counterparts in the European Union (EU). This has been effective in collaboration to help improve inter-governmental policy implementation. (McQuaid, 2000). Reduction of costs and process improvements In these difficult financial times both Central Government public sector bodies and local authorities have been faced with managing tight budgetary programmes and reducing costs. The latter meaning resource and cost optimization in order to show the best returns on investment for monies expended. This has focused attention on streamlining processes in order to create improved efficiencies and eliminate redundancies. In addition, concepts of outsourcing to reduce resource costs and capital expenditure. Local Authorities in the UK have been very active in this area. Barnet Council is implementing an outsourcing plan in order to save  £120m . Others like Cornwall Council have been examining strategic partnerships to outsource both front and back office functions. IT departments remain particularly vulnerable because they are capital intensive and expensive to both operate and maintain. (Terry, 2013). Disadvantages of working across boundaries The main disadvantages of working across boundaries are enumerated as follows: Complexity and Commonality People, Culture and Leadership Power and Politics Performance Accountability and Budgets Complexity and commonality The success to working across boundaries is where sufficient empathy exists to recognise shared goals and values in order to predicate a desired outcome. Where there is a lack of sufficient commonality this can be a serious barrier towards attaining a successful outcome. The importance of shared or common goals is therefore of paramount importance in any collaborative venture. Trying to force collaboration in the wrong environmental setting will most likely incur resistance and ultimately force of costs and resource effort providing little return on investment. One particular example in the Public sector relates to the large failure of IT projects that have often lacked sufficient commonality. In 2003 in the UK a poll stated that only one third of all IT projects were successful. Nearly 70% of all projects being severely challenged or failing in their entirety. (Post Report 200, 2003). People culture and leadership The people issue is extremely important when working across boundaries as it requires a structured but flexible work group that are able to collaborate over both hard and soft structure. In the public sector the staff need to develop cross-boundary skills in order to facilitate inter agency co-operation. These however can be highly influenced by both policy and political agenda. It has been argued that within the public sector the influence of Human Resource Management (HRM) groups have created significant barriers to cross-party working relationships. Lack of good leadership skills in the public sector provided the inability for many senior leaders to work across boundaries and manage complex business transformation programmes. This prevented optimum leveraging of resources between different organisations. Good leaders are important enablers as they are important for leveraging resources, motivating people and ensuring that the work gets done. As such poor leadership constitutes a serious barrier in order to enable working across boundaries. This results in what has often been referred to as silo management style, the inability to progress beyond your own defined domain. Power and Politics The concept of working across boundaries may have a serious influence on the reshaping of power and politics within an organisation. This can be particularly potent where an area is perceived to be under threat. In this sense both politics and power are intertwined and political endorsements have the ability to create tremendous barriers. Ministers set the signals for civil servants to work across boundaries but this is often towards the attainment of specific political agendas. These can be very fickle and subject to change, hence the civil service has to be articulate in how this is both managed and interpreted. Performance in accountability and budgets Improved performance targets have been very popular in recent years. This has meant working across boundaries to optimise business processes and resource effort. Failure in the reconfiguration of performance systems can create significant barriers and a great deal of disruption in provision of remedial action. Budget attainment has equally been criticised in terms of holding Managers responsible for achieving budget figures, despite the fact that cross border relationships have provided them with only limited control and influence over the finances. (Parton, 1998). CONCLUSION The concept of working across boundaries is not a new concept but one that has been with us for many decades. Technology has created more enablers in terms of making this more operationally efficient and the ability to share information and knowledge. The reality of globalisation, struggling financial markets, the need for cost cutting and austerity measures have increased the need for more collaborative working. The use of sharing information in a collaborative environment often results in better outcomes and an improved managed risk portfolio. Leadership skills have become of paramount importance and in particular the skills required to motivate and influence others in a collaborative teamwork environment. Local authorities have been particularly successful in working with private sector relationships in order to enhance service provision, increased efficiencies and implementation of cost reduction programmes.

Lower leg pain has been a mystery, with it being named by several different terms. Shin pain that most athletes refer to as shin splints is now being termed Medial Tibial Stress Syndrome or MTSS. Some atheltes under estimate the severity of shin splints by simply having a lack of knowledge. â€Å"In 1974, Clement was among the fist to postulate that â€Å"tibial stress syndrome† was caused by a periostitis that could progress to tibial stress fracture† (Craig, 17). Inflammation of the periosteum and also the tibialis posterior lead to MTSS and ultimately a stress fracture. In order to further research about the cause of MTSS, tissue biopsy was performed on 62 patients in a study by Johnell. According to Craig, 2008, Johnell found that there was an increased tissue metabolic activity, like osteoblast proliferation. Osteoblasts are bone cells that attempt to grow new and repair damaged bone. Osteoblast are present often with inflammation, which is a bodies response to in jury. Through this study, Johnell found that 2/3 of his patients had bone damage, which explains why osteoblasts were proliferating. In a later study by Michael and Holdner they suggested that instead of the tibialis posterior, the soleus was a major cause of MTSS. â€Å"They found that 1/3 of the MTSS patients had soleus fascia inflammation and 1/3 had bony inflammation just underneath the fascial attachment into the bone† (Craig, 17). Inflammation ultimately causes pain. This explains why the soleus is a contributor to MTSS. Athletes who participate in sports like Track and Field where they are in repeated plantar flexion put a lot of pressure on the gastrocnemius and soleus. The gastrocnemius and soleus are consistantly being contracted with every stride and take off for a ... ...8). With out an arch, the soleus is being stretched for long periods of time that causes it to become fatigued and strained which can put pressure on the tibia. It can not be concluded that excessive pronation causes MTSS, but is rather a risk factor. By taping an individuals arch, the amount of pronation can be decreased as well as the amount of pain experienced. Craig also suggests pool work outs once a week to allow for bone healing. I think this is a great idea, and more coaches should implement a pool work out into their weekly routine. Swimming still allows atheltes to have a cardiovascualr work out while giving their tibia's a break. Some atheltes have an extremely high pain tolerance and will continue to practice and perform, with or without treatment. Though with preventative measures like taping and rehab, the treatment of MTSS can hopefully be achieved.

Comparative Essay for Poetry Unit Essay

Cultural conflict is when a new set of beliefs and habits overtakes and conceals the old set, deteriorating the sacred cultural connections established at birth. Sujatas â€Å"Search for My Tongue† and John Agards â€Å"Half-Caste† are both excellent examples of cultural conflict. In the both cases, the authors are attempting to depict the hardships involved with a clash of culture. In Search for My Tongue, Sujata Bhatt finds conflict between two languages: what would you do/if you had two tongues in your mouth (3-4). In Half-Caste, Agard protests the racial discrimination towards the Guyanese interior hidden by the British exterior. Both poets express these cultural conflicts with the use of perspective, cultural context, literary devices, imagery and variations to syntax. The similarities in these poems show that cultural conflict is abundant and ubiquitous, whereas the differences provide uniqueness amongst the cultural conflicts. In Search for My Tongue, Bhatts poem encompasses the conflict between mother tongue and the foreign tongue. These very physical objects replace her native language of Guajarati and foreign language of English. The use of this metaphorical analogy is widespread, such as in the French language, where the word langue means both tongue and language. According to Bhatt, if you had to/speak a foreign tongue,/your mother tongue would rot (10-12). The conflict between languages continues in the subconscious world, where the mother tongue always returns and blossoms out of my mouth (38). Similarly Half-Caste is also a conflict of cultures, specifically race. John Agard is a mixed race of black and white light an shadow (13). His life in Britain has allegedly suppressed his black, unwanted side. This protest poem is the black side attempting to be freed just as how Bhatts mother tongue wants to grow(s) back (31). Agard often describes himself as half a person, standing on one leg (2), Half-a-eye (41), half-a-dream (43), half-a-shadow, (46). Bhatt searches for her two tongue but only finds one. Contrastingly, Half-caste is a poem of external conflict between Agard and the disapproving English society, whereas Search For My Tongue is about self-discovery and internal conflict. In Search for My Tongue, lines between 1 and 14 are all in the 2nd person, which connects the poem to the reader.  It is more dramatic and heartfelt than a narrative. Bhatts internal conflicts are voiced out to the world, searching for an answer to the question I ask you, what would you do (3). Half-caste uses the exact same strategy in order to achieve a different goal. The 2nd person narrative is installed between lines 4 and 37. He uses phrases like Explain yuself/wha yu mean (4-5), which directly targets the discriminating British (you need proof of that from his poem) yo put the on metaphor with the sun dont pass in England society, it fits really well here . External conflicts between Agard and the society are immediately voiced. Both poems employ the perspective of the it is not 2nd person , JUDD told me that on Search for my tongue isto connect with the reader, but one does it to apply the internal conflicts to the outside world whereas the other does it to be heard. Bhatt brings out her internal conflicts so that she can connect with the reader. In Search for My Tongue, many literary devices are used to bring out these internal conflicts. Her metaphorical tongues actually symbolize languages. She often changes between the ambiguous meanings. For example, she states that if you had two tongues in your mouth,/and lost the first one, the mother tongue, (4-5). Bhatt is giving supernatural qualities to the physical tongue. In an another example, she states that your mother tongue would rot,/rot and die in your mouth (12-13). In this case, Bhatt is creating personifications by giving lifelike, natural properties to a language. This shows how Bhatt is switching between the multiple meanings. In Half-Caste, Agard also draws on multiple examples. Contrastingly, he uses allusions or references to external literary works. The two apparent allusions are Picasso and Tchaikovsky. Put the lines Both of these artists use contrasts to create a greater piece of work. According to Agard, a mixed person is a living example of beauty derived from two contrasting cultures. Although the meaning of these allusions is not ambiguous, they are often sarcastic and direct. The differences in the use of literary devices have to do with the fact that Bhatt is unclear about her cultural conflict, whereas Agard understands his cultural conflict. Both poets use the literary device of repetition to express cultural conflict. For example, in â€Å"Search for My Tongue,† the words tongue and mouth are very abundant. The word â€Å"tongue† ends lines 2, 5, 7, 11 and 37. The word â€Å"mouth† ends lines 4, 13, 34 and 38. Not only does the repetition bring the poem together, it strengthens the message Bhatt is trying to send. It resembles a distress signal from a person with dire need. Similarly, John Agard repeats the phrase â€Å"Explain yuself† in lines 4, 10, 23 and 31. This reminds the reader of the aggressive tone in this rebellious poem, and ties the poem together. Every time a new idea is brought up, â€Å"Explain yuself† is the introductory line. Another way the poets attempt to describe cultural conflict is by the use of imagery. At the end of the poem, Sujata Bhatt writes â€Å"It grows back, a stump of a shoot† (31). This is a metaphor, comparing the mother language to a growing bamboo. The metaphor adds to the clear imagery. Continuing,Grows longer, grows moist, grows strong veins,It ties the other tongue in knots,The bud opens, the bud opens in my mouth,It pushes the other tongue aside. (32-35)These lines paint a very explicit picture in the reader’s mind, helping the poet come across with the meaning. Similarly, John Agard also appeals to the many senses. The â€Å"red an green† (8) on the â€Å"canvas† (9) feed on the human sense of sight. The â€Å"black key† (28) and â€Å"white key† (29) in the â€Å"symphony† (30) by â€Å"Tchaikovsky† (26) affect the human sense of hearing. Together, it allows the reader to fully experience the idea of â€Å"Half-Caste.†Finally, both poets use a strange form of syntax. In â€Å"Search for My Tongue,† Bhatt adds a full section of Gujarati. This symbolizes the rebirth of the mother tongue within Bhatt’s subconscious mind. In addition, between lines 31 and 35, there are no periods, replaced by commas. This section holds the imagery explained above, and periods would add unnecessary breaks. Similarly, â€Å"Half-Caste† has no punctuations. Together with the differing dialect, it shows the poet opposing his surroundings. This is a form of  protest, since Agard is not following the general rules of writing set by his racist opponents. Therefore, both poets express cultural conflict with variations to syntax. When reading Search for My Tongue, a monolingual person would not be able to fully comprehend Bhatt’s cultural conflict, except when it is described physically. By allowing the reader to picture two tongues in their mouth, Bhatt’s internal conflicts are expressed externally, allowing her to share her pain with the world. However, someone who is bilingual may have already experienced similar cultural conflicts. Therefore, this bilingual reader will understand â€Å"Search for My Tongue† much better than a regular monolingual reader. Similarly, â€Å"Half-Caste,† is also geared towards two different types of people. A person who isn’t mixed will not be able to comprehend this poem as well as someone who is mixed. In addition, Half-Caste protests against discriminative English people. In a less discriminative culture such as Canada where the use of racial slurs like half-caste is scarce, it is much harder to comprehend Agards cultural conflicts. Therefore, both Half-caste and Search for my Tongue are both good examples of how cultural context impacts how the poem is perceived. In conclusion, both poems are affected by cultural context, which dictates the effect on the reader. For example, as previously stated, a bilingual person will be able to comprehend Search for My Tongue better than a monolingual person. However, Sujata Bhatt needs to ensure that the monolingual demographic will still be able to extract the full meaning. Both Bhatt and Agard achieve this by employing very similar methods. The narrative, metaphors and personifications, vivid imagery and variations to syntax all contribute to expressing cultural conflict. Although the two poems have many commonalities, they are based on different subject matter. Search for My Tongue is about Bhatts internal conflict with herself, whereas Half-Caste is about Agards external conflict against his society. These conflicts differ, but are all linked to culture the overriding link between these entwining poems.

Times I Saw an Adult Cry I. I was very young when I first saw an adult cry.   I did not actually see an adult cry in person; I saw it on television.   Nonetheless, it was the first time I have seen an adult shed tears.   That night, I was at home with the babysitter when my mother left to run some errands.   I remember that the babysitter tucked me to my bed early and I immediately fell asleep.   After some time, I was awakened by the sounds of people talking.   It was rather loud, and I could hear the voices of a man and a woman in conversation. Out of curiosity, I got out of bed and opened the bedroom door.   At first, I thought that maybe the babysitter had some company. So I carefully walked downstairs to the den, where the babysitter usually stays.   I took a peek and found her alone.   The sounds I heard came from the television; she was only watching a movie.   I remember that it was an old movie, as it was in black and white.   To my surprise, the woman in the movie began to cry.   I was surprised because I have never seen the adults in my house cry.   I thought crying were only for babies and young children.   After that, I learned that adults can also cry. II. When I was younger, my family and I were on a road trip. The trip was generally smooth, until my father decided to take a short cut.   He was driving the car, and he turned left to a narrow dirt road.   It proved to be a wrong decision; the road led to a cemetery, where a burial was taking place.   The width of the road made it difficult to pass through, but the parked cars on both sides of the road made it more problematic. The traffic caused my father to drive slowly, allowing me to witness the burial.   I saw all of the mourners; all of them were dressed in black.   However, a man stood out in the crowd out of his sheer size. As a child, I was terrified of bald, stocky men.   They all seemed intimidating to me. The man in the cemetery was tall, stocky and bald.   Because he appeared intimidating, I did not expect him to cry in the burial. I was not used to seeing men cry, especially those of his size.   I was expecting him to be simply serious but not emotional.   Besides, it was said that men do not cry.   As we drove past the cemetery, I caught a glimpse of him pulling out a handkerchief and wiping his eyes.   He was indeed crying.   I contemplated that maybe the grief over the loss of a loved one may have been too much to bear, that it prompted a seemingly intimidating man to cry. III. Our next door neighbor was a woman with two children.   The woman had fair skin and dark curly hair. She was remarkably thin and was rarely seen at home.   My mother said that she worked two jobs so she could pay the rent and feed her children. I always liked her because whenever she was around, she would smile at me and her eyes would seem to smile too. She had those distinct smiling eyes.   One day, my mother and I went out of the house as we were hearing loud noises from her home. We saw this tall man coming out of her house, dragging the children with him. She was screaming while grabbing on to the man’s arm. She tried to stop him, but her small frame was no match to the man’s physique. The children were shouting for their mother as the man dragged them into the car. The man immediately hopped in the driver’s seat, closed the door, and drove away.   The woman just stood there in the street, her eyes still fixed on the car that just disappeared. A minute later, she bowed her head and covered her face with her hands. Then she began to cry.   Her cries became louder, and soon all our neighbors were already watching her.    I later found out that the man was her former husband and her children’s father. She worked so hard to take care of her children, only for them to be taken away from her.   I never saw her smiling eyes again.   She soon moved out. I believe it was after that incident when I truly began to have respect for single mothers who work hard to take care of their kids. IV. I am used to witnessing marriage proposals on television.   I have seen programs wherein the men would go down on one knee and the woman would then gasp in shock, cover their mouths with their hands and become motionless for a few seconds. Afterwards, they would become hysterical in glee. In the past, I thought that such moments were too emotional.   My opinion changed when I witnessed a marriage proposal firsthand.   I was in a coffee shop with a friend when a couple entered. They looked like the average couple; nothing seemed extraordinary about the two of them. The woman took her seat, while the man went to the counter to order.   I did not pay them much attention afterwards. It was not until much later when I realized they were deaf-mute, when I noticed that they were using sign language. I did not expect a proposal to occur, not in a coffee shop.   So when I saw the man go down on one knee, I was taken aback.   My friend and I watched closely, along with the other customers, as the woman nodded and hugged his future husband.   As the people in the shop cheered, tears were streaming down her face. Unlike other women, she did not overreact.   She was just happy, and her tears showed it.   I guess true love does make people happy, and the happiness does not have to be showy to be expressed. V. One time, I had the chance to watch The Oprah Winfrey Show.   I can remember that the episode featured a middle-aged African-American woman who took care of many children.   I cannot recall if she was married, but I know she had three children.   When the woman’s siblings died, she took the responsibility of raising them as well.   She and the children had to cram themselves in a small three-bedroom house.   She worked several jobs to support these kids, most of which are not even her own.   The problem was that the home was not hers and if she did not pay a certain amount within the specified time, they would be evicted. The woman and the children were invited to the show where they were to receive gifts from Oprah. They were given things they needed; they received new beds, kitchen appliances, and even a van.   However, the biggest surprise of all was when Oprah announced that they would be shopping for a new home. The woman hugged Oprah tight, and wiped the tears running down her face.   I knew the woman was happy because of all the material things she received. Most importantly, I know those tears were of gratitude.   It was not the material things per se that she was grateful for; she was thankful for the help that those things could offer her and the children.   I knew she deserved those things for all her dedication and hard work. Still, she was very grateful.

The Fukushima Nuclear Plant

The Fukushima Daiichi Nuclear Power Plant was built in Okuma, Fukushima, to provide Japan with electricity. The plant consists of six nuclear reactors that were built during different times in the 1970s. The reactors were built close together primarily because finding a new location would make a new reactor very expensive, compared to the addition of a new reactor. The plant was constructed near the sea because nuclear plants consumes massive amount of waters just for its cooling needs and also for steam generation which then drives turbines that generate electricity. The various reactors serviced different companies and suppliers including General Electric, Toshiba, and Hitachi. On March 11th, 2011, an earthquake and subsequent tsunami caused a series of equipment failures, nuclear meltdowns and releases of radioactive materials. According to the International Business Times (Australia) â€Å"Fukushima is not the worst nuclear accident ever but it is the most complicated and the most dramatic disaster. † (IBT, 01) On April 2011 The Nuclear Institute rated the disaster a Level 7 â€Å"Major Accident† on the International Nuclear Event Scale. The International Nuclear Event Scale How the reactors were damaged An earthquake of magnitude 9. 0 on a Richter Scale initially damaged the reactors. According to the World Nuclear Association, reactor 4 had been de-fueled while reactors 5 and 6 were in cold shutdown for planned maintenance. Immediately after the earthquake, the remaining reactors 1-3 shut down automatically and emergency generators came online to power electronics and coolant systems. However, a tsunami rapidly followed the earthquake, flooding the low-lying rooms in which the emergency generators were housed. The flooded generators failed, cutting power to critical pumps, which must continuously circulate coolant water through a nuclear reactor for several days after being shut down in order to keep the plant from melting down. As the pumps stopped, the high radioactive decay produced in the first few days after the shutdown caused the reactors to overheat. The overheating led to the meltdown of the reactors. General Risks of Nuclear Plants Even without a natural disaster such as an earthquake followed by a tsunami, a Fukushima-like nuclear accident can occur at any nuclear power plant that relies on water for cooling. Nuclear power reactors today are fueled mostly with uranium, which undergoes a fission chain reaction, releasing heat and creating radioactive fission products, plutonium, and other transuranic elements. After a time, the concentration of chain-reacting isotopes drops to the point where the fuel is considered â€Å"spent† and has to be replaced with fresh fuel. The â€Å"spent† fuel has to be stored in pool basins allowing the heat and radiation level to decrease. After the fuel has cooled, it may be transferred to massive air-cooled dry casks for storage on-site or in a centralized facility. Unlike fossil fuels, nuclear power plants do not emit smoke, sodium dioxide, nitrogen oxide, or CO2 to the atmosphere. However, because of the use of Uranium, all nuclear power plants release radioactive waste, which stays radioactive from thousands of years and is therefore very dangerous. The typical method of storing nuclear waste is to house it in steel-lined concrete basins filled with water. The nuclear power industry’s leading innovators are currently considering alternatives such as moving the nuclear waste to off-site storage facilities, but this raises the problem of transporting the hazardous material. The escape of radioactive material from the nuclear reactor is very dangerous. Leakage can occur in the following situations: through small releases during routine plant operation, accidents in nuclear power plants, accidents in transporting radioactive materials, and escape of radioactive material from confinement systems. After the radioactive material escapes it could end up in our ecosystem via the atmosphere, the ground, or even the water. Japan’s nuclear disaster in 2011 caused several countries to reconsider their use of nuclear energy. Precautions that could have prevented the Disaster The original site for the Fukushima plant was a bluff 35 meters above sea level, but high costs prevented construction at this altitude. The plant had to be built on a rock to assure stability of land, so Kajima, the plant’s constructor, decid ed to lower the level of the bluff by 25 meters to reduce the cost of extra pipes to reach ground rock. However, Kajima did not take into consideration the possibility that a Tsunami could be higher than 10 meters. Lowering the height of the cliff was considered one of the main facts associated with the damage according to the International Atomic Energy Agency. The tsunami caused water to flow into the nuclear plant, flooding the lower emergency generators with seawater, and causing the power supply to fail. The plant was built in a geographical location that is vulnerable to earthquakes, volcanoes and tsunamis. An earthquake, categorized as 9. 0 on a Richter scale, caused a tsunami of magnitude 8. 9 Richter Scale. At the time the plant was built, theories regarding plate tectonics were relatively new. Had geologists and other scientists been more familiar with the causes of earthquakes, especially in that region, the plant might have been built on another, safer site. However, relocating the nuclear plant is the cost effective, time consuming, most locations have similar features because Japan is found on fault lines. The plants current existing location is conductive in helping cool the nuclear plants (water is taken from seas/rivers and circulated†¦ that’s why it was on the shore). The damaged reactors cut power to the critical pumps, which failed to circulate coolant water through the nuclear reactors for several days, allowing it to melt down. The high radioactive heat decay produced in the last few days of the disaster had to be cooled. At that point, only the prompt flooding of the reactors with seawater could have cooled the reactors quickly enough to prevent meltdown, but the decision to allow flooding was delayed because it would ruin the costly reactors permanently. Only after a long delay, the Japanese government ordered the reactors to be flooded with seawater. A meltdown could have been prevented if they had acted sooner. Alternatively, the disaster could have been prevented if the emergency generators were located in the upper levels of the plant. This would have prevented the flooding and kept the emergency generators in operation. If the generators had not been flooded with seawater the nuclear reactor could have maintained cooling operations and a nuclear meltdown could have been avoided. Finally, certain safety precautions could have prevented this type of disaster at Fukushima. One, properly trained personnel are, in my opinion the main issue to be addressed. The American Nuclear Society approved that unlike the United States, â€Å"Japan rarely tests the limits of the system and training of personnel† All which lacked training† (ANS, 02). Two, many structural and managerial precautions could have been implemented to protect against natural disasters; â€Å"there were serious problems with accident management and with risk communication and crisis communication† (ANS, 04). Most nuclear power plants nowadays practice these basics and have regulation checking’s and visiting taking place. Conclusion on Fukushima. One could make the argument that the nuclear reactor accidents could have been attributed to at least some level of human error. However, the consensus seems to be that the disaster was caused for the most part by the natural occurrence of the earthquake and tsunami. On October 12th, 2012, a Japanese Nuclear Plant Operator admitted on CNN for the first time that â€Å"TEPCO has failed to take stronger measures to prevent disasters. † Tokyo Electric Power Co. said in a statement that paying closer attention to better-trained employees, international standards and recommendations could have prevented the disaster. TEPCO’s president said to TEPCO’s press release that â€Å"these implementations could have saved us from the accident if we turn the clock back. ’’ Newly designed reactors For the past few years, nuclear plants have been undergoing an extensive process of redesign. Newly built reactors are designed more safely, so that they do not need electrical power to shut down safely; they are relying less on pumps and valves, and more on natural heat. In addition, advanced digital operation will do away with the requirement of a human controller for 72 hours, and the main core will remain cool because of a containment cooling system. According to the World Nuclear Association, â€Å"Additional safety measures have been installed at nuclear power plants nationwide since the accident under the government’s instructions. † Such measures include enhanced seawalls, additional backup power and cooling water sources, the storage of radioactive waste on dry land, and the development of better crisis management training. Nuclear power plants/stations are statistically safe because disasters rarely happen. However, when nuclear disasters happen they cause massive destruction.

1. Alliteration- repetition of a particular sound or syllable two or more times in a group [EX: Elderly elephants egress elegantly] 2. Allusion- casual reference or implication of something [EX: Titles of books often allude to what the contents will hold, subtly or not. A book titled Little House on the Prairie implies that there will be a small house on a plain of grass. ] 3. Analogy-two things that have something in common making them comparable [EX: ‘His resolve was that of a rock. Meaning his determination was hard, in similarity to the hardness of a rock. ] 4. Anapest- two short syllables, or two unstressed syllables followed by one long, or stressed syllable [EX: A classic example is from the poem A Visit from Saint Nicholas â€Å"Twas the night before Christmas and all through the house (short syllables bold, long syllables underlined)] 5. Assonance-repetition of vowel sounds to create a rhythm in a line (sentence or phrase) using consonance and alliteration [EX: Ã¢â‚¬Ë œTry to light the fire’ is a good example] 6. Ballad-a song of sorts with two or more stanzas, sung to a melody, generally of romantic character [EX: There are a number of examples ranging from rock ballads like Wanted Dead or Alive by Bon-Jovi or November Rain by Guns N’ Roses to classics like Angel of Music from Phantom of the Opera or the mournful ballad I Dreamed a Dream from Les Miserables] 7. Blank verse- unrhyming verse, generally put in iambic pentameter [EX: The Ball Poem By John Berryman â€Å"What is the boy now, who has lost his ball/What, what is he to do? I saw it go/Merrily bouncing, down the street, and then/Merrily over-there it is in the water! ] 8. Concrete poetry- the typographical arrangement of the poem is as important as the content of the poem itself [EX: The author Ellen Hopkins writes concrete poetry in all 6 of her books—Crank, Burned, Impulse, Glass, Identical, and Tricks. ] 9. Connotation- implied meaning associated with certain words [EX: Cheap has a negative connotation, implying that someone is too tight with money. Economical has a positive connotation, implying that someone spends their money wisely. ] 10. Denotation- literal definition of words [EX: Cheap and economical are both defined as spending little money] 11. Dactyl- In essence, the opposite of anapest. One long or stressed syllable, followed by two short or unstressed syllables. [EX: Basketball is an example of a dactyl. Ba-sket-ball (short syllables bold, long syllables underlined)] 12. Diction-a way of speaking, where the specific choice of words makes one sound better, more intelligent. [EX: A speaker may sound more distinguished, and his audience may admire his diction more, by certain choice of words. Using a word like â€Å"morose† instead of simply â€Å"sad†, or â€Å"elated† instead of merely â€Å"happy†. ] 13. Dramatic monologue- One person performs a speech that defines a certain theatrical moment. [EX: Monologues are common place in plays, musicals, movies TV shows, the whole theatric industry. It is how certain moments are defined. Some very famous monologues, that many have been m odeled after is in Shakespeare’s Othello when the character Iago frequently talks to seemingly to himself, so as to let the audience in on his sinister plots. ] 14. English sonnet (Shakespearean sonnet) (what is rhyme scheme and how are the 14 lines split)- An English sonnet is a song following strict guidelines: rhyme scheme and only 14 lines. Every line is in iambic pentameter. Shakespeare’s sonnets generally have a rhyming scheme of a-b-a-b, c-d-c-d, e-f-e-f, g-g. The last two lines are a couplet. [EX: Shakespeare’s Sonnet Number 18 â€Å"Shall I compare thee to a summer’s day?†¦ and this gives life to thee. †] 15. Italian sonnet- (Petrarchan sonnet) (what is rhyme scheme and how are the 14 lines split)- The structure is based in parts of an argument: proposition describing the problem then proposes the solution. The ninth line is generally known for being the turn from problem to resolution. It is also traditionally in iambic pentameter as well as English sonnets. The pattern in Italian sonnets starts with a-b-b-a, a-b-b-a, has two options for the middle: c-d-e-c-d-e or c-d-c-c-d-c. [EX: Francesco Petrarch’s Visions is an example of an Italian sonnet â€Å"Being one day at my window all alone†¦oft makes me wayle so hard a desire†] 16. Elegy-a melancholy, or plaintive poem generally mourning someone who is dead. [EX: Walt Whitman’s O Captain! My Captain! â€Å"Here Captain! Dear father! /This arm is beneath your head;/It is some dream that on deck,/You’ve fallen cold and dead†] 17. Metaphor- figure of speech that describes something through comparison to something entirely unrelated otherwise. [EX: â€Å"feeling blue†, â€Å"broken heart† or â€Å"early bird† are all metaphors. You can’t feel a color, it just refers to a feeling of sadness. â€Å"Broken heart† doesn’t mean that a heart is physically broken, it just refers to a feeling of hurt feelings. â€Å"Early bird† doesn’t mean that someone is actually a bird, it just means they are an early riser. ] 18. Epic- Traditionally long, it narrates the adventures or lives of heroes fighting their adversaries. EX: The Illiad and the Odyssey by Homer are both examples of epics. ] 19. Epigram- Satirical and memorable statement, that is brief and interesting. [EX: Oscar Wilde once said â€Å"I can resist everything but temptation. † This is an example of an epigram not found in poetry. Shakespeare wrote â€Å"So all my best is dressing old words new,/Spe nding again what is already spent;/For as the sun is daily new and old,/So is my love still telling what is told. † 20. Free verse- poem without rhyme or regular meter. EX: â€Å"After the Sea-Ship—after the whistling winds;/After the white-gray sails, taut to their spars and ropes,/Below, a myriad, myriad waves, hastening, lifting up their necks,/Tending in ceaseless flow toward the track of the ship. † After the Sea-Ship By Walt Whitman] 21. Imagery- descriptive language, written to â€Å"paint† a picture. [EX: Imagery and metaphors are very similar, i. e. â€Å"Her eyes twinkled like starlight† is a metaphor and creates imagery at the same time. ] 22. Iamb-metrical foot in poetry. [EX: Some words that are an iamb would be: behold, amuse, depict, destroy, or insist. The title Of Mice and Men uses iamb. Iambic pentameter is a common form of metrical line using iamb. â€Å"But, soft! What light through yonder window breaks? / It is the east and Juliet is the sun† from Romeo and Juliet by Shakespeare is an example of the use of iambic pentameter. ] 23. Lyric poem-Traditionally has rhyming schemes, expressing emotions. [EX: The Raven by Edgar Allan Poe is a lyrical poem. â€Å"Once upon a midnight dreary, while I pondered weak and weary†¦Shall be lifted—nevermore! †] 24. Limerick-Humorous verse with a rhyming scheme of a-a-b-b-a, three long lines then two short lines. EX: Hickory Dickory Dock is a famous example of a limerick. â€Å"Hickory, dickory, dock,/The mouse ran up the clock,/The clock struck one,/And down he run,/Hickory, dickory, dock. †] 25. Meter-basic rhythmic structure of a verse. 26. Myth-story from history, generally explaining some natural phenomenon. [In Greek Mythology, Zeus is the explanation for lightning, he throws it from the heavens when he is angry. ] 27. Personification-adding a human trait or characteristic to something nonhuman or inanimate, generally in abstract form. [EX: The Cat and the Fiddle is a classic example of personification. The line â€Å"the little dog laughed,† adds a human quality to a dog. ] 28. Occasional poem- specific poems composed for an occasion. [EX: A Visit From St. Nicholas is an example of occasional poetry. It the night before Christmas, and was written specifically for Christmas. ] 29. Onomatopoeia-a sound made into a word. [EX: Comics are known for onomatopoeias. â€Å"Bam†, â€Å"pow†, or â€Å"boom† are all onomatopoeias and are used commonly to describe the sounds of a fight or explosion. ] 30. Protest poem-designed to challenge or undermine common ideals (or uncommon, doesn’t matter really), often directed to authority figures or establishments. Frequently, a taboo subject is used to create this challenge, using vulgar language, and demeaning popular beliefs. [EX: Ding Dong! The Witch is Dead from the timeless The Wizard of Oz is a clear example of protest poetry, as it makes fun of an authority figure post-mortem. ] 31. Symbolic poem- extended metaphor, essentially. [EX: The Road Not Taken by Robert Frost is an example of symbolic poetry. He talks about two roads and which he should take: the well traveled, or the one no one else has taken. The roads symbolize two major life choices, and what the reasons are for taking either one. 32. Syllabic verse- poems that have a constrained number of syllables per line. If anything like anapest or dactyl is included, it is secondary to the syllabic pattern. [EX: Haikus are an example of syllabic poetry, always in the order of five, seven, five by line. Basho Matsuo wrote: â€Å"An old silent pond†¦/A frog jumps into the pond,/splash! Silence again† which follows the patter n of the haiku. ] 33. Tone- attitude or style created by the poem. [EX: The tone in To Kill a Mockingbird is a coming of age.
